Providing Incentives for Major Film Projects
The Cabinet approves a draft resolution to issue regulations governing foreign filming within the Arab Republic of Egypt
During its meeting today, chaired by Dr. Mostafa Madbouly, the Cabinet approved a draft resolution from the Prime Minister to issue regulations governing foreign filming within the Arab Republic of Egypt.
The regulations stipulate that Egypt Film Commission, affiliated to the Egyptian Media Production City Company (EMPC), shall be responsible for coordinating the necessary procedures to obtain approvals from relevant authorities for foreign filming projects within the Arab Republic of Egypt, and shall be the sole entity authorized to do so.
The regulations also stipulate that a single digital window for foreign filming be established, and that the Commission shall manage, supervise, and develop it, and take the necessary steps to finalize the approvals and permits. And, any foreign filming dealings should be handled only through this window.
The entities dealing with the Commission are obligated to electronically link with it, as it is responsible for the single digital window for foreign filming. This is to facilitate the provision of the necessary services and approvals through it, taking into consideration the technical and insurance controls and cybersecurity rules approved by the concerned authorities.
Egypt Film Commission, affiliated to the Egyptian Media Production City Company, is responsible for promoting the Arab Republic of Egypt as an attractive country for investment in implementing foreign production projects, and for coordinating with the relevant authorities to obtain script approvals and foreign filming permits. In addition to facilitating the entry and exit procedures for filming equipment in Egypt in coordination with the Customs Authority, and following up the filming process of foreign production companies, overcoming all obstacles that may face filming, as well as providing logistic support to provide the requirements of foreign filming.
The commission also collaborates with the relevant ministries and state agencies to provide all the equipment, services, and personnel required for filming, while displaying the permitted filming locations within the Arab Republic of Egypt on the digital platform, in addition to explaining the laws, regulations, and instructions governing foreign filming within the Arab Republic of Egypt. That’s in addition to the nomination of local production companies to implement foreign production projects in Egypt, the nomination of the necessary Egyptian technical personnel for foreign production projects and accompanying foreign production crews upon their arrival and departure at all airports and ports in the Arab Republic of Egypt.
The commission handles the coordination with the relevant state authorities to provide incentives for major film projects to attract international production projects to the Arab Republic of Egypt, sets frameworks for bilateral cooperation through the finalizing of joint protocols with all ministries and relevant authorities involved in foreign filming, including the tasks and duties of each and a price list for the provided services.
The regulations stipulate that the various state entities must coordinate with the commission to facilitate the necessary procedures for foreign filming operations within the Arab Republic of Egypt.
Opening New Horizons of Cooperation between EMPC and ICESCO

EMPC and the Arab Satellite Communications Corporation (Arab sat) announced the launching of a new agreement that includes a number of fields of cooperation. It comes within the framework of the joint cooperation protocol and to complement the strategic partnership between the two parties.
